III.Project background
本项目位于黄埔区南部、长洲岛东部，是广州一江(珠江)两岸(南、北岸)三带(两岸经济带、创新带、景观带)的“三段”交会之处，周边分布琶洲、第二CBD、大学城、创新城等重点功能区，是广州以珠江为纽带向东发展的重要功能节点。
The project located in the south of Huangpu District and the east of Changzhou Island, is a "three sections" interchange of "one river" (Pearl River), "the two sides" (north and south) and "the three belts" (the economic belt, innovation belt, landscape belt of the two sides) in Guangzhou. Surrounding by Pazhou, the second CBD, Guangzhou Higher Education Mega Center, Innovation City and other key functional areas, the project is with an important function for Guangzhou's development to the east with the Pearl River as a link.
项目总用地面积42.76万㎡，可开发用地面积17.67万㎡，计容面积约59.8万㎡，综合容积率3.4(毛容积率1.4)，净密度48.57%(毛密度20.07%)，暂无限高指标。
The total land area of the project is 427,600m2. Land available for development is 176,700m2. The land area available for calculation of plot ratio is about 598,000m2.The comprehensive plot ratio is 3.4 (gross plot ratio is 1.4). The net building density is 48.57% (gross building density is 20.07%).There is no height limit indicator for the time being.
整岛共由3宗14地块组成，各分地块容积率1.0-4.0不等。用地性质包括商务兼容商业及娱乐康体用地(B1/B2/B3)、文化设施兼容娱乐康体及交通枢纽用地(A2/B3/S3)、体育设施兼容商业用地(A4/B1)等。
The whole island consists of 3 plots of 14 lots with plot ratios ranging from 1.0 to 4.0 for each subplot. The nature of the land includes commercial land compatible with recreation and sports(B1/B2/B3), cultural facilities compatible recreational and sports and transportation hub land (A2/B3/S3), and sports facilities compatible commercial land (A4/B1) and etc..
洪圣沙整岛处于待开发状态，岛内外交通目前联系仅能通过轮渡，基地现状地形已基本拆平，无文保单位和历史建筑。
The entire Hongshengsha Island is to be developed and the only connection between the island and the outside is by ferry now. The current topography of the base has been basically demolished and flattened, and there are no units of cultural heritage protection or historical buildings.
项目是位于珠江航道一江心岛。东侧紧邻的大吉沙岛为隆平国际现代农业水稻公园的一期项目;项目西侧长洲岛为珠江国际慢岛。长洲岛上的文保单位(黄埔军校)、军事单位(海军基地)等对我司项目均有一定的建筑高度限制要求。
The project is located on an island in the middle of the river in the Pearl River Waterway. The adjacent Dajisha Island on the east is the first phase project of the Longping International Modern Agricultural Rice Park. Changzhou Island named as the Pearl River International Slow Island is on the west of the project. The unit of cultural heritage protection (Whampoa Military Academy) and military units (Naval Base) on Changzhou Island have certain building height restriction requirements for our project.

(1)项目位置：广州市黄埔区洪圣沙岛。
(2)服务内容：洪圣沙岛项目产业策划。
(3)备标时间：30日历天。
(4)服务要求：应征单位的策划方案要求以《策划任务书》为准。
2.Scope of the work (as specified in the documents for solicitation ):
(1)Project location: Hongshengsha Island, Huangpu District, Guangzhou.
(2)Services: Industrial Planning for the Hongshengsha Island Project.
(3)Bid preparation time: Thirty(30) calendar days.
(4)Service requirements: The planning proposals submitted by the applicant shall be subject to the "Planning Mission Statement".
五、征集活动时间安排
V.Schedule for the solicitation
1.发布征集公告及发放资格预审文件时间为北京时间2021年9月19日至2021年9月29日。
1.The period for release of the solicitation announcement and issuance of the prequalification documents is from September 19, 2021 to September 29, 2021 (Beijing time, GMT+8).
2.报名(含递交资格预审文件)时间为北京时间2021年9月30日至2021年10月13日。
2.The registration (including the submission of prequalification documents) will be open from September 30, 2021 to October 13, 2021 (Beijing time, GMT+8).
3.拟于北京时间2021年10月中旬，公示及公布资审结果。
3.The results of the qualification will be announced and published in Mid October 2021 (Beijing time, GMT+8).
4.拟于北京时间2021年10月中旬，向“入围单位”发布征集文件及答疑。
【注明】 “入围单位”是指通过资格预审且排名前5家的单位。
4.The solicitation documents and Q&A will be issued to the "shortlists" in Mid October 2021 (Beijing time, GMT+8).
[Note] "Shortlists" refers to the top five(5) prequalified applicants.
5.各应征单位初定在北京时间2021年11月中旬将产业策划方案成果送达指定地点，并由征集组织单位组织成果评审。
5.Each applicant shall deliver the industrial planning proposals to the designated place in Mid November 2021 (Beijing time, GMT+8) tentatively. The organizer will organize the evaluation.
6.拟于北京时间2021年11月下旬公示及公布合格的中标候选人(本项目采用“通过制”评标办法，即为通过有效性审查的入围单位)及中标人。
6.The eligible winning candidates("Qualified method"would be adopted as the bid evaluation method for this project. The shortlisted applicants who pass the validity review will be the eligible winning candidates) and the successful bidder will be announced and published in late November 2021 (Beijing time, GMT+8).
六、征集方式
VI. Solicitation
(一)征集形式
本次征集采取公开国际征集的形式，通过网站发布活动公告，公开向境内、外策划咨询单位征集策划方案，本次征集不接受联合体投标。
本次征集采取资格预审的方式，由资格审查委员会对报名的应征单位进行资格预审，选出评审排名前5家应征单位作为正式邀请“入围单位”。
如报名的应征单位数量过少不足以形成充分竞争时，征集组织单位可以发出补充公告，适当延长报名时间。如通过符合性审查的单位数量少于3家(不含)，征集组织单位将重新组织征集活动;如通过符合性审查的单位数量为3-5家(含)，直接入围，不再择优;如通过符合性审查的单位数量超过5家时，将进行 “择优评审”，择优选取评审排名前5家为“入围单位”。
每家“入围单位”均应报送1份产业策划方案。
(i) Form of the solicitation
The solicitation takes an open international form and opens to domestic and foreign planning consultancy for the planning proposals. The announcement of the solicitation will be published on the website.Joint Venture or consortium as the applicant or bidder is not acceptable for the solicitation.
The solicitation for applicants will be prequalified by the Qualification Committee.The top five(5) applicants will be selected as the officially invited "shortlists".
If the quantity of applicants is not sufficient to form full competition, the Organizer of the solicitation may issue a supplementary announcement which stated the extension of the application period appropriately. If the quantity of applicants passing the conformity review is less than three (not included), the Organizer will reorganize the solicitation activity. If the quantity of applicants passing the conformity review is between three to five (included), the applicants will be directly shortlisted without further evaluation. If the quantity of applicants passing the conformity review exceeds five, "merit-based evaluation" will be conducted that the top five(5) ranking applicants will be evaluated as the "shortlists".
Each "shortlist" should submit an industrial planning proposal.
(二)征集评选方式、费用支付方法和时间
(ii) Selection method for solicitation, cost payment and its schedule
1.评选方式及成本补偿费用
1.Selection method and cost reimbursement
(1)成本补偿费：正式获得邀请的“入围单位”，须按征集文件规定报送策划方案，并通过方案评审认定方案有效的“入围单位”可分别获成本补偿费人民币30万元(含税)。
(1)Cost reimbursement: The "shortlists" who have been officially invited must submit the planning proposals in accordance with the provisions of the solicitation.The "shortlists" whose proposals have been evaluated to be valid will be entitled to a cost reimbursement of RMB 300,000 yuan respectively (including tax).
(2)成本补偿费是对“入围单位”因完成策划方案而产生的一切相关费用的补偿，包括但不限于策划服务费、人工成本、成果制作成本、运输费、调研费、差旅费、税金和策划方案成果的版权费等。征集组织单位享有“策划方案成果”的知识产权，征集组织单位有权在任何时候、任何情况下使用“策划方案成果”而不再另行支付费用。
(2)The cost reimbursement is to compensate the "shortlists" for all costs related to the completion of the plan, including but not limited to the planning service fee, labor cost, production cost, transportation cost, research cost, travel expenses, taxes and copyright fees of the plan results. The Organizer of the solicitation will take the possession of intellectual property rights of the results of the plan and shall be entitled to use the results of the plan at any time and under any circumstances without further payment.
(3)除上述费用外，征集组织单位不再支付任何其他费用。
(3)Except for the above-mentioned costs and fees, the Organizer will not make any other payment.
2.成本补偿费应签订合同后支付，具体见“产业策划竞选方案成本补偿合同”。

(三)后续工作
(iii) Follow-up work
被确定为中标人的应征单位，须对本次策划方案进行深化，服务费总价为150万元(含税，固定总价)。如需追加工作，双方另行协商相关费用。
The applicant determined as the successful bidder shall deepen the planning proposal for a total service fee of RMB 1.5 million yuan (including tax, fixed total price). If additional work is required, both parties will negotiate the relevant fees separately.

(一)报名条件
(i) Entry requirements
1.应征单位具有独立法人资格(包括在中国境外、中国大陆及中国港澳台地区依法注册的企业法人)，且合法存续，没有处于被吊销营业执照、责令关闭或者被撤销等不良状态。同一法定代表人的不同机构(含全资子公司及其控股公司)，不得同时报名参与本国际征集项目;
1.The applicant must be independent legal entity (including enterprise legal persons registered in accordance with the law of overseas of China, Chinese Mainland and Hong Kong, Macao and Taiwan regions of China), and is legally in existence, and is not in a bad state such as having its business license revoked, ordered to be closed or revoked. Different organizations (including wholly-owned subsidiaries and their holding companies) of the same legal representative shall not apply for this international solicitation project at the same time.
2.提供有效的法定代表人资格证明书及法定代表人授权委托书原件并附法定代表人及被授权人身份证明;
2.A valid certificate of legal representative's qualification and the original letter of legal representative's authorization with proof of identity of the legal representative and the authorized person are required.
3.提供依法缴纳税收和社会保险费的证明材料：《税务登记证》和《社会保险登记证》的复印件加盖单位公章，或者近三个月依法缴纳税收和社会保险费的证明(纳税及缴费凭证复印件加盖单位公章)，或者委托他人缴纳的委托代办协议和近三个月的缴纳证明(收据复印件加盖单位公章)，或者法定征收机关出具的依法免缴税费的证明原件。注：社保缴纳期限包含疫情期，若当地政府部门允许企业在疫情期间缓缴社会保险费且投标人未缴纳的，投标人可提供当地政府部门允许缓缴社保的相关文件作为缴纳社保的证明(外资企业因政策原因无相关税费缴纳证明可做特殊情况说明);
3.Provide documentary proof of payment of taxes and social insurance premium in accordance with the law: copies of the Tax Registration Certificate and Social Insurance Registration Certificate with the official seal of the applicant, or proof of payment of taxes and social insurance premiums in accordance with the law for the past three months (copies of tax and payment vouchers with the official seal of the applicant), or entrustment agreement and proof of payment for the past three months (copies of receipts with the official seal of the applicant) if entrusted to others for payment, or the original certificate issued by the statutory collection and levy authority for exemption from tax payment according to law.
Note: The period of social security premium includes the Covid-19 epidemic period.If the local government department allows the enterprise to suspend the payment of social insurance premium during the epidemic period and the bidder/applicant has not paid, the bidder/applicant can provide the relevant documents of the local government department allowing the suspension of social security premium as the proof of social security premiums payment(Enterprise owned by foreign capitalists who can not provide related proof of payment of taxes and social insurance premium due to policy reasons could provide special case explanation).
4.参加征集活动前三年内在经营活动中没有重大违法记录的书面声明(自拟);
4.A self-drafted written statement of no major illegal records in business activities within three years prior to participation of the solicitation activities.
5.未列入失信被执行人、重大税收违法案件当事人名单的书面承诺(格式自拟)，并附经“信用中国”( http://www.creditchina.gov.cn/)网站查询记录;
5.A written undertaking (self-drafted) that the applicant have not been included in the list of Dishonest persons Subject to enforcement and as litigious party to serious tax violation cases, together with a record of inquiries on the website of "Credit China" (http://www.creditchina.gov.cn/).
6.已按照资格预审文件格式内容签署盖章的《应征单位声明》;
6.A signed and stamped "Declaration of Applicant" in accordance with the contents of the prequalification document format.
7.不接受联合体及个人形式报名。

(二)报名方法
(ii) Registration Method
报名须按以下要求同时提交电子版及书面报名文件。报名以收到书面报名文件资料为准。
Registration must be submitted both electronically and in writing in accordance with the following requirements. Registration is subject to the receipt of written registration documents.
1.电子版报名文件：有意参加征集活动的服务单位必须在报名截止时间前，以U盘/移动硬盘的方式提交与书面报名文件内容一致的PDF或WORD格式电子版报名文件，并与书面报名文件一同装进密封袋中提交。
1.Electronic registration documents: Applicants interested in participating in the solicitation must submit electronic registration documents in PDF or WORD format with the same content as the written registration documents on USB stick/mobile hard disk drive and submit the above USB stick/mobile hard disk drive in a sealed bag together with the written registration documents before the registration deadline.
2.书面报名文件：所有报名文件(签字和/或加盖公章后)以书面形式在报名截止时间前送达报名地点。

各应征单位必须保证报名文件的真实性和合法性，征集组织单位有权要求应征单位提交原件资料或以其它方式进行验证，应征单位需自行承担因提交资料不真实或其它原因造成的一切后果。报名资料概不退还。

Each applicant must ensure the authenticity and legality of the registration documents. The Organizer of the solicitation has the right to request the applicant to submit the original information or verify it in other ways. The applicant must bear all the consequences caused by the submission of untrue information or other reasons. Registration documents are not returnable.

北京时间2021年9月30日至2021年10月13日，工作日9:30-11:30，14:00-16:00(节假日除外)，应征单位将报名文件送达至广州公共资源交易中心(地址：中国广东省广州市天河区天润路333号广州公共资源交易中心40报名窗口)。逾期递交的报名文件概不受理。

During 9.30am-11.30am and 2.00pm-4.00pm (except holidays) from September 30, 2021 to October 13, 2021 every working days (Beijing time, GMT+8), the applicant shall deliver the registration documents to Guangzhou Public Resources Transaction Center (Address: Registration window, Guangzhou Public Resources Trading Center, No.333, Tianrun Road, Tianhe District, Guangzhou City, Guangdong Province, China). Registration documents received after the deadline will be regarded as late application and will not be accepted.

VIII.This announcement will be published on the Guangzhou Public Resources Trading Website (URL: http://www.gzggzy.cn), China Tendering and Bidding Public Service Platform (URL: http://www.cebpubservice.com/), Guangzhou City Construction Investment Group (URL:http://www.gzci.net/index.aspx) and other relevant websites or media.
